The Tombstone is the weakest of hut cards, but it's extremely affordable at three Elixir.

Here's how to counter it. Ignore it

The Tombstone poses no immediate threat, and you will almost certainly create an Elixir disadvantage by trying to bring it down.

Instead, just ignore it until it's life cycle runs out. Skeletons on their own aren't very strong and will be cleaned up by your tower with ease.
